Operating a construction company in today's economic climate is sufficiently challenging without having to navigate all the
laws and regulations that must be satisfied in order to successfully bid or complete a federal government project.
Construction companies frequently need expeditious answers regarding the unusual wording of a FAR regulation, failure of payment,
breach of agreement, OSHA violation, labor or employment issue, lien right, small business program, disadvantaged business incentive program, or
limitations on the imposition of liquidated damages. The need for an attorney you can call is particularly important given the complexity of issues that arise
from federal contracts and the often limited timeframe in which they must often be resolved.
As a former Chief Operating Officer and General Counsel to a successful North Carolina construction group with millions of dollars in
federal construction contracts and as a former contract attorney with the Department of Defense, I am fully aware of the myriad legal issues that can face
small and large companies as they bid for and complete federal construction projects. In particular, I can provide assistance with regard to design-build
bid preparation; source-select bid preparation; bid protests; certification of 8(a), small-disadvantaged, and women-owned businesses; contract/specification
interpretation, federal OSHA requirements, contracting officer claims, Miller Act claims, Eichley delay claims, and claims to the Armed Services Board of
Contract Appeals. I can also help clients successfully navigate investigations by the Equal Employment Opportunity Commission, the Office of Federal
Contract Compliance Control Programs, and the Department of Labor involving Fair Labor Standards and Family and Medical Leave Act violations. Finally,
I have experience and the capacity to assist clients involving secret and top secret matters.
I am sensitive to the fact that the best - and least expensive - way to resolve legal issues is to identify and address them as soon as
they arise. Given that most issues need to be resolved in "real time," I will strive to work quickly with you to identify your legal issue, develop legal and
practical options, and attempt to resolve the issue short of litigation. I am, of course, available to represent you in the event litigation becomes necessary.
My customary hours are 8:30 a.m. to 5:00 p.m. Monday through Friday. Recognizing that meetings with attorneys should not interfere with profit or production, I am available for evening and weekend consultations outside the office to accommodate your schedule.
